Australia's Antidumping Commission has announced the results of its exemption inquiry regarding the antidumping (AD) duties on hot rolled (HR) steel plate imports from China, Indonesia, Japan, and South Korea and the countervailing duties (CVD) imposed on the same imports from China.
Accordingly, the commission has stated that Australia’s Ministry for Science, Jobs and Innovation has accepted its recommendation and has exempted certain hot rolled steel plate imports from the duties. The exemption takes effect from August 23, 2017. Meanwhile, the exemption granted as a result of this inquiry may be subject to review and may be revoked by the ministry if circumstances change.
The exemption has been requested by the Australian steel plate producer Wear Plate Australasia Pty Ltd (Wear Plate) for the goods under Customs Tariff Statistics Position Numbers 7208.51.00 and 7208.52.00.
The exempted goods include flat rolled products of iron or non-alloy steel of a width of 600 mm or more, hot rolled, not clad, plated or coated, of thickness of 4.75 mm or more but not exceeding 10 mm, of length of 3200 mm, of width in the range of 1,720 mm-1,800 mm and with a carbon content not exceeding 0.08 percent.
The antidumping duties initially imposed on the steel plate imports on December 19, 2013, range between 8.6 percent and 20.6 percent for Indonesia, Japan, and South Korea, while the combined effective rate of duty for China stands at 54.9 percent.
