The Canadian International Trade Tribunal (CITT) has announced that it has initiated a preliminary injury inquiry to determine whether the alleged injurious dumping of certain welded large diameter (LD) carbon and alloy steel line pipe originating in or exported from China and Japan and subsidizing of the abovementioned goods originating in or exported from China have caused injury or retardation or are threatening to cause injury.
The subject goods are defined as welded large diameter carbon and alloy steel line pipe with an outside diameter greater than 609.6 millimeters and less than or equal to 1,524 millimeters, regardless of wall thickness, length, surface finish and end finish. The products also include line pipe produced to American Petroleum Institute (API) specifications and unfinished line pipe (including pipe that may or may not already be tested, inspected, and/or certified to line pipe specifications).
On April 13, the CITT will distribute the public information received from the Canada Border Services Agency (CBSA) to all companies that have filed notices of participation and the CITT is expected to make its determination on May 24.
