The European Commission has announced that it has initiated two investigations concerning possible circumvention of the antidumping and anti-subsidy measures imposed on imports of stainless steel cold rolled flat products (SSCR) originating in Indonesia, by imports of the given products consigned from Taiwan, Turkey and Vietnam.
In addition, the imports of stainless steel cold rolled flat products consigned from Taiwan, Turkey and Vietnam will be subject to registration towards a possible retroactive application of the existing duties.
The antidumping duties for the given products from Indonesia are in the range of 9.3-20.2 percent, while the countervailing duties are in the range of 0-21.4 percent.
The requests for the investigations were lodged on July 3, 2023, by the European Steel Association (EUROFER).
“Since the imposition of both anti-subsidy and antidumping measures, the direct imports of Indonesian stainless steel cold rolled flat products virtually disappeared. However, stainless slabs or stainless hot rolled coils exported from Indonesia to third countries are then re-exported as finished stainless steel, including SSCR, into the EU market. The immediate registration of the imports from Taiwan, Turkey and Vietnam is therefore crucial to ensure the effectiveness of the existing measures,” Axel Eggert, director general of EUROFER, said.
