According to a document from the UK Department of International Trade seen by SteelOrbis, the EU antidumping (AD) duty on imports of cold rolled (CR) flat steel from China and Russia will be collected retroactively. Regarding this intention of the European Commission (EC), the International Steel Trade Association (ISTA), representing the UK and other steel users, has stated that the retroactive collection of duties would cause unreasonable harm to European importers, without providing any benefits to the EU industry. The ISTA also said that the registration of imports has sufficiently served its purpose of reducing imports and preventing that the remedial effect of duties would be undermined.
In February this year, the European Commission announced its provisional antidumping duty margins of 19.8 percent to 26.2 percent for cold rolled flat steel imports from Russia and margins of 52.7 percent to 59.1 percent for imports of the same products from China. In December last year, the commission ordered the registration of the mentioned imports from China and Russia, highlighting the possibility of imposing antidumping and countervailing duties for both import sources.
The products in question currently fall under Customs Tariff Statistics Position Numbers 7209 15 00, 7209 16 90, 7209 17 90, 7209 18 91, 7209 18 99, 7209 25 00, 7209 26 90, 7209 27 90, 7209 28 90, 7211 23 30, 7211 23 80, 7211 29 00, 7225 50 80 and 7226 92 00.
