ITC issues final determination in AD investigation of circular welded carbon steel line pipe from China

On April 23, 2009, the International Trade Commission (ITC) made an affirmative injury determination in the antidumping investigation of circular welded carbon quality steel line pipe from China. As a result, the US Department of Commerce (DOC) will issue a formal antidumping order.

The following dumping rates will apply to imports of line pipe from China:

  • Huludao Steel Pipe Industrial Co. Ltd., at 73.87 percent
  • Separate-Rate Respondents, at 73.87 percent (Includes: Pangang Group Beihai Steel Pipe Corporation, Jiangsu Yulong Steel Pipe Co., Ltd., and Tianjin Xingyuda Import and Export Co., Ltd. / Tianjin Lifengyuanda Steel Pipe Group Co., Ltd)
  • China-wide Rate (all other Chinese producers and exporters), at 101.10 percent (Includes: Shanghai Metals & Minerals Import & Export Corp., Shanghai Minmetals Materials & Products Corp., and Benxi Northern Pipes Co., Ltd.)

The ITC had previously made an affirmative injury determination in the countervailing duty (CVD) investigation of line pipe from China, and the DOC issued a CVD order on January 23, 2009. The final CVD margins are:

  • Huludao Seven-Star Steel Pipe Group Co. Ltd., Huludao Steel Pipe Industrial Co. Ltd., and Huludao Bohai Oil Pipe Industrial Co. Ltd. at 31.29 percent
  • Liaoning Northern Steel Pipe Co., Ltd. at 40.05 percent
  • All other Chinese producers and exporters at 35.67 percent.
