US DOC initiates AD and CVD investigations for certain OCTG from China

On April 29, the US Department of Commerce (DOC) announced its decision to initiate antidumping (AD) and countervailing duty (CVD) investigations for imports of certain oil country tubular goods (OCTG) from China.

The petitioners for these investigations are: Maverick Tube Corporation (TX); United States Steel Corporation (PA); TMK IPSCO (IL); V&M Star LP (TX); V&M TCA (TX); Wheatland Tube Corp. (PA); Evraz Rocky Mountain Steel (CO); and United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIO-CLC (PA).

From 2006 to 2008, imports into the US of OCTG from China increased by 203 percent by volume to 1.994 million mt and were valued at an estimated $2.6 billion in 2008 from $632 million in 2006.

The US International Trade Commission (ITC) is scheduled to make its preliminary injury determination on or about May 26. If the ITC determines that there is a reasonable indication that imports are materially injuring, or threatening material injury to, the domestic industry, the investigations will continue, and the DOC will be scheduled to make its preliminary CVD determination on July 2 and its preliminary AD determination on September 15.
