US DOC issues final results of AD duty administrative review of Japanese HR steel

The US Department of Commerce (DOC) has announced its final results of the antidumping (AD) duty administrative review of certain hot rolled steel from Japan.

On March 9, 2009, the DOC published in the Federal Register its preliminary results of the administrative review of the antidumping duty order on hot rolled steel from Japan. The administrative review covered JFE Steel Corporation (JFE), Nippon Steel Corporation (Nippon), and Kobe Steel, Ltd. (Kobe) for the period of review June 1, 2007 through May 31, 2008.

As SteelOrbis previously reported, the DOC has preliminarily found that adverse facts available should be applied to JFE, Nippon, and Kobe for not cooperating with the DOC.

For the period of review, the DOC preliminarily determined the antidumping duty margin to be 40.26 percent for JFE, Nippon, and Kobe. No interested parties have commented on the DOC's preliminary results.

Since there is no new information on the record or evidence of a change in circumstances to warrant any changes to the antidumping margins determined in the preliminary results, the DOC has made no changes to the dumping margins applied to JFE, Nippon, and Kobe.

Accordingly, the DOC has finally determined the cash deposit rate of 40.26 percent for JFE, Nippon, and Kobe, while the ‘all others' rate remains at 22.92 percent, which was imposed in the less than fair value investigation of hot rolled steel from Japan on December 3, 2002.
