US DOC issues preliminary AD margins for welded stainless pressure pipe from India

On May 4, 2016, the US Department of Commerce announced its affirmative preliminary determination in the antidumping duty (AD) investigation of imports of welded stainless pressure pipe from India. 

Mandatory respondent Steamline Industries Ltd. received a preliminary dumping margin of 18.90 percent.  Mandatory respondent Sunrise Stainless Pvt. Ltd. and Sun Mark Stainless Pvt. Ltd. preliminarily received a de minimis dumping margin.  All other producers/exporters in India received a preliminary dumping margin of 18.90 percent.  

As a result of the preliminary affirmative determination, the US DOC will instruct US Customs and Border Protection to require cash deposits based on these preliminary rates, adjusted for countervailable export subsidies, as appropriate. 

The petitioners for this investigation are Bristol Metals, LLC; Felker Brothers Corporation; Outokumpu Stainless Pipe, Inc.; and Marcegaglia USA Inc.   

In 2015, imports of welded stainless pressure pipe from India were valued at an estimated $33.1 million.     

The DOC is scheduled to announce its final determination on or about September 17, 2016; unless the statutory deadline is extended. If the DOC makes an affirmative final determination, and the US International Trade Commission (ITC) makes an affirmative final determination that imports of welded stainless pressure pipe from India materially injure, or threaten material injury to, the domestic industry, the DOC will issue an AD order.  If either the DOC’s or the ITC’s final determination is negative, no AD orders will be issued.  The ITC is scheduled to make its final injury determinations in October 2016.
