US DOC issues preliminary results of changed circumstances reviews on Mexican pipes and tubes

On June 18, the US Department of Commerce (DOC) announced the preliminary results of the antidumping (AD) duty changed circumstances reviews on certain circular welded non-alloy steel pipe and tube (standard pipe and tube) and on light-walled rectangular pipe and tube (LWRPT) from Mexico.

On October 27, 2008, the DOC published a notice of initiation of changed circumstances reviews of the AD duty orders in question in order to determine whether Ternium Mexico, S.A. de C.V. (Ternium) is the successor-in-interest to Hylsa S.A. de C.V. (Hylsa) for the purposes of determining the AD duty liability.

Following examinations and analysis, the DOC has now preliminarily determined that Ternium is the successor-in-interest to Hylsa for the purposes of determining AD duty liability in the proceeding in question. Interested parties have been invited by the DOC to comment on these preliminary results.

The DOC will issue the final results of these AD duty changed circumstances reviews not later than 270 days after the date on which the review is initiated.

The subject standard pipe and tube are currently classifiable under the following subheadings of the Harmonized Tariff Schedule of the US (HTSUS): 7306.30.10.00, 7306.30.50.25, 7306.30.50.32, 7306.30.50.40, 7306.30.50.55, 7306.30.50.85, and 7306.30.50.90.

In addition, the subject LWRPT is currently classifiable under the following subheadings of the HTSUS: 7306.61.50.00 and 7306.61.70.60.
