US DOC preliminarily finds dumping of heavy walled rectangular welded pipe imports

The US Department of Commerce (DOC) announced its affirmative preliminary determinations in the antidumping duty (AD) investigations of imports of heavy walled rectangular welded carbon steel pipes and tubes from Korea, Mexico, and Turkey. 

The DOC preliminarily determined that heavy walled rectangular welded carbon steel pipes and tubes from Korea, Mexico, and Turkey have been sold in the United States at dumping margins ranging from 2.53 percent to 3.81 percent, 3.99 percent to 16.31 percent, and 0.00 percent to 14.48 percent, respectively.   

In the Korea investigation, mandatory respondents Dong-A Steel Company and HiSteel Co., Ltd. received preliminary dumping margins of 2.53 percent and 3.81 percent, respectively.  All other producers/exporters in Korea received a preliminary dumping margin of 3.31 percent.  

In the Mexico investigation, mandatory respondents Maquilacero S.A. de C.V. and Productos Laminados de Monterrey S.A. de C.V. received preliminary dumping margins of 3.99 percent and 16.31 percent, respectively.  All other producers/exporters in Mexico received a preliminary dumping margin of 13.65 percent.  

In the Turkey investigation, mandatory respondents MMZ Boru Profil Uretim Sanayi Ve Tic. A.S. and Ozdemir Boru Profil San. Ve Tic. Ltd. Sti. received preliminary dumping margins of 14.48 percent and 0.00 percent, respectively.  All other producers/exporters in Turkey received a preliminary dumping margin of 14.48 percent.  

The petitioners for these investigations are Atlas Tube, a division of JMC Steel Group; Bull Moose Tube Company; EXLTUBE1; Hannibal Industries, Inc.; Independence Tube; Maruichi American Corporation; Searing Industries; Southland Tube; and Vest, Inc. EXLTUBE is not a petitioner in the investigation involving Mexico.
 
In 2014, imports of heavy walled rectangular welded carbon steel pipes and tubes from Korea, Mexico, and Turkey were valued at an estimated $50.5 million, $53.7 million, and $41.9 million, respectively.   

The DOC has extended the final determinations in these investigations and is scheduled to announce them on or about July 13, 2016. The ITC is scheduled to make its final injury determinations in September 2016.
