On Thursday, September 3, The US Department of Commerce (DOC) published the final results of its administrative review of the antidumping (AD) order against steel concrete reinforcing bars from Turkey.
The review originally covered seven Turkish producers/exporters: (1) Ekinciler Demir ve Celik Sanayi A.S. and Ekinciler Dis Ticaret A.S.; (2) Kaptan Demir Celik Endustrisi ve Ticaret A.S.; (3) Ege Celik Endustrisi Sanayi ve Ticaret A.S. and Ege Dis Ticaret A.S.; (4) Habas Sinai ve Tibbi Gazlar Istihsal Endustrisi A.S.; (5) Izmir Demir Celik Sanayi A.S.; (6) Kroman Celik Sanayii A.S.; and (7) Nursan Celik Sanayi ve Haddecilik A.S. / Nursan Dis Ticaret A.S.
The period of review is April 1, 2007 through March 25, 2008.
The DOC has calculated final dumping margins of 0.35 percent (de minimis) for Ekinciler and 0.00 percent for Kaptan.
The DOC has also decided to rescind the reviews of Ege Celik, Izmir, Kroman, and Nursan because they had no exports of rebar to the United States during the period of review. Previously, the DOC had rescinded the review of Habas because the antidumping order was revoked with respect to Habas, effective April 1, 2007.
The antidumping order against rebar from Turkey was revoked earlier this year as the result of the US International Trade Commission's negative determination in the sunset review of this order. The effective date of the order's revocation is March 26, 2008, which means that this review covered imports that were entered through March 25, 2008.
