The Mexican government, through the Ministry of Economy, began the fourth review due to the expiration of antidumping duties on the import of high carbon ferromanganese, an input for steel production, from China.
“The beginning of the administrative procedure to examine the validity and the ex officio review of the definitive compensatory quota imposed on imports of ferromanganese originating in China is declared, regardless of the country of origin,” published the Ministry of Economy in the official gazette of the Mexican government (DOF).
Currently, the product is imported into Mexico with tariff item 7202.11.01 of the General Import and Export Tax Law (TIGIE).
In 2019, the Mexican government said that the installed ferromanganese production capacity in China in 2017 was 2.7 million tons and its unused capacity was 43 percent, which represents more than 1.17 million tons, or 20 times Mexico's annual consumption of ferromanganese.
In September 2003, the Mexican government imposed an AD of 54.34 percent. In the first sunset review, in February 2010, it decreased to 21.0 percent, the tariff that is maintained until now.
For the fourth sunset review, last August, Compañía Minera Autlán requested the Mexican government to begin the examination of the validity of the final compensatory fee imposed.
The investigation period will be from July 1, 2022 to June 30, 2023 and the analysis period will be from July 1, 2018 to June 30, 2023.
