Mexico’s Ministry of Economy began the review due to the expiration of antidumping duties on the import of ferrosilicomanganese, an input for steel production, from Ukraine. The tariff has been applied since 2003.
“The beginning of the administrative procedure to examine the validity and the ex officio review of the definitive compensatory quota imposed on imports of ferrosilicomanganese originating in Ukraine is declared,” the Ministry of Economy published in the official gazette of the Mexican government (DOF).
Currently the product is imported to Mexico with the tariff item 7202.30.01. It is also imported through Rule Eight, through chapter 98 (Special Operations), fundamentally, through tariff section 9802.00.13 (Steel Industry) of the General Import and Export Tax Law (TIGIE).
In 2019, the Mexican government said the Ukrainian Privat Group imported ferrosilicomanganese through various channels to Mexico, including from the United States or from the country Georgia.
Due to the damage caused to national producers, Mexico imposed an AD of 51.28 percent in September 2003. In 2010, in the first sunset review, the tariff decreased to 16.59 percent, which remains unchanged to date.
Last August, the Mexican company Minera Autlán requested the start of the fourth sunset review.
The research period will be from July 1, 2022 to June 30, 2023 and the analysis period will be from July 1, 2018 to June 30, 2023.
