US DOC issues final determinations in AD/CVD case against welded stainless pipe from India

On September 23, 2016, the US Department of Commerce (DOC) announced its affirmative final determinations in the antidumping duty (AD) and countervailing duty (CVD) investigations of imports of welded stainless pressure pipe from India.

The ITC is scheduled to make its final injury determination in these investigations on November 6, 2016. If the ITC makes an affirmative final determination that imports welded stainless pressure pipe from India materially injure, or threaten material injury to, the domestic industry, the DOC will issue AD and CVD orders.  If the ITC makes a negative determination of injury, the investigation will be terminated.  
 
The petitioners for these investigations are Bristol Metals, LLC; Felker Brothers Corporation; Outokumpu Stainless Pipe, Inc.; and Marcegaglia USA Inc. 
 
In 2015, imports of welded stainless pressure pipe from India were valued at an estimated $33.1 million.  
  
The subject imports are normally classified in subheadings 7306.40.5005, 7306.40.5040, 7306.40.5062, 7306.40.5064, and 7306.40.5085 of the Harmonized Tariff Schedule of the United States (HTSUS).  They may also enter under HTSUS subheadings 7306.40.1010, 7306.40.1015, 7306.40.5042, 7306.40.5044, 7306.40.5080, and 7306.40.5090.
