Commenting on Brazil’s antidumping (AD) investigation against hot rolled steel plate from China, China's Ministry of Commerce (MOC) has stated that Brazil has initiated three AD investigations against Chinese steel imports within a period of ten days, in particular adopting the discriminatory ‘surrogate country’ system against China’s high-carbon wire rod products.
The MOC stated that Brazil should adhere closely to World Trade Organization (WTO) rules and prudently resort to trade remedy measures, adding that Brazil has far exceeded reasonable use of trade remedy measures by initiating three AD investigations against China within ten days. “Brazil is a steel superpower in Latin America as well as the second largest source country of China’s iron ore imports. The two sides have a strong complementarity and broad cooperation in the steel industry,” the MOC stated, adding that it hoped that the two sides could strengthen dialogue and communication and resolve trade frictions, while it stated that it also encouraged and supported its steel enterprises to defend themselves according to the WTO rules.
