The US Department of Commerce (DOC) has announced the preliminary results of its administrative reviews of the antidumping duty orders on circular welded carbon steel standard pipe and tube and large diameter welded pipe from Turkey.
During the review periods from May 1, 2022, to April 30, 2023, Turkish producer Borusan was found to have made sales of circular welded carbon steel standard pipe and tube at less than normal value, while HDM Çelik Boru Sanayi Ve Ticaret A.Ş, Çimtaş Boru İmalatları ve Ticaret, Ltd. and Emek Boru Makine Sanayi ve Ticaret A.Ş were found to have not made sales of large diameter welded pipe. The DOC has determined weighted-average dumping margins of 5.67 percent for Borusan and zero percent for other companies.
In addition, according to the preliminary results of administrative review of the countervailing duty order on large diameter welded pipe from Turkey, the DOC has determined that Çimtaş Boru and HDM Çelik Boru received countervailable subsidy rates at 2.18 percent and 6.31 percent, respectively, for the period from January 1, 2022, through December 31, 2022.
