On Monday, the Canada Border Services Agency (CBSA) initiated antidumping (AD) and countervailing duty (CVD) investigations of certain carbon steel welded pipe from: India (both AD and CVD); Korea (AD only); Oman (both AD and CVD); Taiwan (AD only); Thailand (AD only); Turkey (AD only); UAE (both AD and CVD).
The AD/CVD petition was filed by Novamerican Steel Inc. of Montreal, Quebec, and Bolton Steel Tube Co. Ltd. of Bolton, Ontario. The subject merchandise is defined as certain carbon steel welded pipe.
The subject merchandise is currently classified under the following Harmonized Tariff System (HTS) numbers: 7306.30.00.14; 7306.30.00.24; 7306.30.00.34; 7306.30.00.14; 7306.30.00.19; 7306.30.00.24; 7306.30.00.29; 7306.30.00.34; and 7306.30.00.39.
Prior to January 1, 2012, these HTS numbers were: 7306.30.10.14; 7306.30.10.24; 7306.30.10.34; 7306.30.90.14; 7306.30.90.19; 7306.30.90.24; 7306.30.90.29; 7306.30.90.34; and 7306.30.90.39.
The Canadian International Trade Tribunal (CITT) is scheduled to make its preliminary determination in the injury investigation by June 14, 2012, and the CBSA is scheduled to make its preliminary dumping and subsidy determinations by August 13, 2012.
In two weeks, the CBSA will release more information about these investigations, including a more detailed description of the subject merchandise and the alleged dumping and subsidy margins. The CBSA will also confirm the schedule of these investigations.
