Based on affirmative final determinations by the US Department of Commerce (DOC) and the US International Trade Commission (USITC), the DOC announced on November 10 a countervailing duty (CVD) order on certain seamless carbon and alloy steel standard, line, and pressure pipe from China, also correcting a calculation mistake in the final results.
As SteelOrbis previously reported, on September 21 the DOC announced in the Federal Register the final results of its antidumping (AD) duty and CVD administrative review for the subject merchandise.
The DOC said that, after evaluating an application made on September 27, 2010, by a petitioner in this case, namely United States Steel Corporation, it has determined the CVD margin of 56.67 percent for Hengyang instead of the previously calculated rate of 53.65 percent ad valorem. As a result of the correction to Hengyang's rate, the countervailing duty rate for all others changed from 33.66 percent to 35.17 percent, the DOC said. The other respondent TPCO's margin at 13.66 percent has not changed.
