US ITC continues existing measures on Chinese, Russian, Ukrainian CTL carbon steel plate

As a result of its sunset review of the antidumping (AD) duty order on cut-to-length (CTL) carbon steel plate from China and the suspension agreements for CTL plate from Russia and Ukraine, the US International Trade Commission (ITC) voted Tuesday in favor of continuing the AD order and suspension agreements.

The ITC determined that revoking the existing AD duty order on CTL plate from China and terminating the suspended investigations on plate from Russia and Ukraine would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

As a result of the ITC's affirmative determinations, the existing order on imports of this product from China and the suspension agreements on this product from Russia and Ukraine will remain in place for another five years.

All six Commissioners voted in the affirmative.

Today's action comes under the five-year (sunset) review process required by the Uruguay Round Agreements Act. This is the second such sunset review of this order and these suspension agreements.
